Directive 2008/98/EC of the European Parliament and the Council on wastes requires changes in the legislation of the EU member states in the form of accepting relevant legislation regulating biowaste disposal. The directive decrees to reduce the volume of such waste disposed in landfills to 35% by 2020 related to 100% of the produced. View projectĪlthough the decisive Council Directive 1999/31/EC, on landfilling of waste, which binds the EU member countries to drastically reduce the landfilling of biowaste, the European legislation has not dealt with the questions of gastro waste disposal in detail to date. Schließlich tritt NanoTrust5 im Rahmen der laufenden Regulierungsprozesse als neutraler Partner auf, welcher im Bereich der Themensetzung der einschlägigen Sicherheitsforschung verstärkt beratend tätig wird. Eine wichtige Aufgabe ist die Verbreitung der Forschungsergebnisse im Rahmen wissenschaftlicher Technikfolgenabschätzung, sowie die kritische Reflexion der nationalen und internationalen Regulierungsaktivitäten und die Rückmeldung dieser systematischen Aufarbeitung an die österreichischen Akteure. Gemeinsam mit dem Vorsitz der Österreichischen Nanoinformationskommission (NIK), welchen der Projekt-Koordinator André Gazsó bis 2018 innehat, bekommen diese Aufgaben nationale Bedeutung.ĭie Tätigkeit von NanoTrust5 ist nach wie vor die Begleitforschung zu Ansätzen der Regulierung von Nanotechnologien, ebenso wie die Sicherheits- und Risikoforschung des Innovationsbereichs der sogenannten „Advanced Materials“. Es besteht, massiver Forschungs- und Kommunikationsbedarf, welcher durch den prozessähnlichen Charakter des Projektes unterstützt und vorangetrieben wird.ĭie Aufgaben von NanoTrust5, der inzwischen fünften Phase des Projekts, können als Vermittlungsprozesse im Sinne einer wissenschaftsbasierten Gesellschafts- und Politikberatung verstanden werden. Nicht zuletzt vor diesem Hintergrund ist eine vorausschauende Nanotech-Politik notwendig, die auf profunden und entsprechend aufbereiteten Analysen aufbaut. Um eine sichere und nachhaltige Entwicklung von Nanote chnologien zu gewährleisten wird in dem Projekt NanoTrust der aktuelle Wissensstand zu möglichen Gesundheits- und Umweltrisiken erhoben und analysiert sowie die Erkenntnisse für die interessierte Öffentlichkeit und EntscheidungsträgerInnen aufbereitet.ĭie Informationspolitik im Bereich landwirtschaftliche Gentechnik ist der Öffentlichkeit viele Antworten schuldig geblieben. The fourth part gives the perspective of the European Trade Union Confederation. The third part of the paper describes some major national initiatives, in particular those concerning the establishment of reporting systems for nanomaterials, mixtures, articles and consumer products containing them, as an example of how to improve the current governance in the EU and to prevent the risks to human health and the environment. It then looks at specific regulatory initiatives from a more sectoral perspective: Cosmetics, Food information, Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment, Waste Electrical and Electronic Equipment and Biocides. It first describes the role played by the European Commission and Parliament. This article attempts to describe the landscape and various regulatory actions that have been undertaken by all these actors in the European Union. Moreover, at national level, Member States add their own contribution to the process. The approach taken by the European Commission diverges from the one taken by the European Parliament. What process is used to produce such regulation? The answer is that very diverse regulatory approaches are and will be used. The amount of legislation already in place and still to be produced in order to regulate it will be very substantial. The nanotechnologies and nanomaterials sector is a huge and growing industry.
